Although the Bible states that confession is made unto salvation, that does not mean that confession is the only thing necessary to be saved. Consider also that in the context of Romans 10:1-10, Paul was writing about Jews who were zealous for God, but would not confess Jesus as Lord. If they were to put Jesus as Lord over their lives, because of their zeal for God they would have also obeyed His commands of repenting and being baptized for the remission of sins.
