Since the Bible forbids the church (as an organization) to support widows who don't meet certain criteria even though they may be Christians, we should assume that God does not want the church to bear the burden of the world's benevolent needs. There is no authority to use church funds for orphan homes, educational institutions, homeless shelters, etc. Besides, individuals are better suited to fulfill the needs these institutions attempt to fill than the church is.
2 Thessalonians 3:10 For even when we were with you, we commanded you this: If anyone will not work, neither shall he eat.
1 Timothy 5:16 If any believing man or woman has widows, let them relieve them, and do not let the church be burdened, that it may relieve those who are really widows.
